VOTING BY-LAWS
───────────────────────────────────────────────────────────────────────
Accepted 12-90 through an affirmative vote of the membership
I. Voting Officials
Consists of two persons, elected annually, that are members of the GTPN.
The two officers will hold Primary and Secondary positions, with the
majority of the responsibilities being held by the Primary Voting
Official. The election of these officers will be held in accordance
with the regulations for election set forth in the GTPN constitution
and such provisions as may be included in the by-laws.
A) The Primary Voting Official's Responsibilities
1) The Primary Voting Official shall be available to receive
propositions for voting, via NetMail from any sysop within the network.
The exact procedure for calling for a vote is detailed in section II of
this PROPOSITION, Method of Calling for a Vote.
2) After the official call for vote has been requested, the Primary
Voting Official shall be responsible for keeping track of confirmations
and withdrawn confirmations in reference to the said proposition.
3) The Primary Voting Official shall also be required to give a weekly
status report on any and all out-standing propositions. This report
will be published in the echo that is currently recognized as the
official GTPN sysops echo. Included within the report would be such
items as:
a) Current Outstanding Propositions and corresponding ID numbers.
b) Listing of all eligible voters who have confirmed the call for
vote on each outstanding proposition and any who have withdrawn
their confirmation of the call for a vote.
c) The number of confirmations still needed for each PROPOSITION in
order to make an official call for a vote.
d) Any changes or amendments that have been made to the original
PROPOSITION. (Procedures for changing or amending PROPOSITIONS are
covered under section II of this PROPOSITION)
e) The amount of time left for confirmations or discussions of each
of the currently outstanding propositions.
4) The Primary Voting Official will monitor the confirmation and
discussion time limits (as detailed under Section II, Method of Calling
for a Vote). At the end of the time limits, appropriate announcements
will be made concerning the call for a vote on the listed propositions.
5) Primary Voting Official will be one of the two vote counters for
each vote.
a) In the event that the Primary Voting Official is unable to serve
as a vote counter for any reason, such as a possible conflict of
interest or a large number of propositions coming due for a vote at
the same time, the Primary Voting Official may arrange for another
qualified sysop to serve as one of the two vote counters for a
specific vote.
b) In all cases the names and net/node numbers of each vote
counter will be included in each announcement of the voting
procedures.
c) At the end of the voting period, the Primary and Secondary
Voting Officials will compare the results of the vote, resolve any
discrepancies, and publish the totals. All votes should be sent to
both officers, (this will be detailed under section 3).
B) The Secondary Voting Official's Responsibilities
1) The main responsibility of the Secondary Voting Official is simply to be
available
within netmail to accept completed voting ballots. The Secondary
Voting Official will be one of the two vote counters.
a) In the event that the Secondary Voting Official is unable to
serve as a vote counter for any reason, such as a possible conflict
of interest or a large number of propositions coming due for a vote
at the same time, the Primary Voting Official may arrange for
another qualified sysop to serve as one of the two vote counters for
a specific vote.
b) In all cases the names and net/node numbers of each vote
counter will be included in each announcement of the voting
procedures.
c) At the end of the voting period, the Primary and Secondary
Voting Officials will compare the results of the vote, resolve any
discrepancies, and publish the totals. All votes should be sent to
both officers, (this will be detailed under section 3).
2) The Secondary Voting Official will also fill the responsibilities of
the Primary Voting Official in his absence, ie. sickness, hardware
failure, etc. In this case, an interim Secondary Voting Official would
be appointed by the Task Force or as otherwise specified in the by-laws.
II. Method of Calling for A Vote
Initial Statement: GTPN Constitution Article IX states:
"Anyone may call for a vote/election."
A) The Initial Call For A Vote And Confirmation Of The Call.
1) A call for a vote must be made both publicly in the currently
recognized GTPN sysops echo, and privately via netmail to the
current Primary Voting Official.
2) Upon receipt of the call for a vote, the Primary Voting Official
will publish an official announcement in the currently recognized GTPN
Sysops Echo, addressed to "SYSOP" stating that a proposition has been
put forth and is in need of 25% of the GTPN voting body to confirm the
call. The announcement will include such information as:
a) Proposition ID # (Provided by Primary Official).
b) Person initiating the proposition.
c) Net/Node number of the initiating sysop.
d) The exact text of the Proposition as initiated.
e) A request for confirmations (including the procedure for
submitting confirmations).
3) Confirmations for each proposition must be sent via netmail to
the current Primary Voting Official. Any confirmation withdrawals
must also be done via netmail to the current Primary Voting
Official.
4) A maximum of *3 weeks* will be allowed for the Primary Voting
Official to RECEIVE the required number of confirmations. If, after the
three week period elapses, an insufficient number of confirmations have
been received, the Primary voting official will announce the
confirmation time allowance has expired.
a) The proposition will then be declared as non-standing and an
official vote will not be called.
b) A minimum of 60 days must then pass before the proposition can
be submitted to the voting body for another attempt at confirmation.
5) Immediately following the RECEIPT of the minimum amount of
confirmations, the 2 to 6 week discussion period will be announced by
the Primary Voting Official. A maximum of 9 weeks may pass before the
listed proposition will be voted on.
B) Changes or Amendments to the Proposition
1) Changes or Amendments to the listed Proposition can only be done by
the INITIATING sysop. Any changes that are made to the originally
listed Proposition must be sent by the INITIATING sysop to the Primary
Voting Official via netmail. The changes will then be reflected in the
weekly proposition status report generated by the Primary Voting
Official.
2) Any withdrawal of a confirmation due to changes in the proposition
must be sent via netmail to the Primary Voting Official. Any changes may
be made to the proposition only prior to the official start of voting on
the proposition. That is any time during the 3 week confirmation period
or the 2 to 6 week discussion period. Once the voting has begun no
changes or amendments may be made to the proposition.
III. Method Of Voting
A) All votes must be sent to both of the two designated vote counters.
These will normally be the Primary Voting Official and the Secondary
Voting Official. If each person sends two copies of his/her vote to
separate locations there should be no discrepancies in the resulting
tallies put together by the two counters.
B) Votes should be sent via netmail to the announced vote counter
Net/Node locations with the Subject: line containing the "Proposition
ID" as listed in the official call for voting published by the
Primary Voting Officer.
C) The "Ballot" should be in the form of an encrypted netmail message
(.CS .CS), with the applicable response listed. Return receipts (.RR)
are optional, but highly suggested.
D) The method by which the netmail messages are generated are personal
preference, as long as the netmail message is addressed to the
proper location in appropriate form. The use of automated voting
programs will be as determined by the Task Force or otherwise provided
in the by-laws.
IV. Who Is Eligible to Vote
A) Sysop Eligibility
1) Each sysop that is a REGISTERED user of GT-Power as supplied by P&M
Software who have RECEIVED valid CRCs to operate the Netmail programs
and who have indicated a willingness to join the network through
agreement with the constitution and its bylaws will be allowed ONE vote
each.
2) Sysops of multiple nodes within the Network will not be allowed to
vote more than once.
B) Co-Sysop Eligibility
1) Co-Sysops of those persons of those persons listed under
qualification A may be nominated and voted upon as active members of the
network. If a Co-Sysop is nominated as a candidate for voting
eligibility by a current voting participant in the network, then he/she
shall be voted upon by current network members as outlined under Section
II of this PROPOSITION. The nominee will be nominated, confirmed by the
network members, and voted upon for voting eligibility, and network
participation.
2) If the nominee is accepted by the network as an eligible network
participant and given a vote on network matters, he/she will be eligible
to participate in network operations as long as:
a) The Registered GT Power BBS is operational within the network.
b) The Registered Sysop with Valid CRCs is active.
c) The Registered Sysop recognizes the nominee as Co-Sysop of
his/her BBS.
3) If FOR ANY REASON the actual Sysop of the BBS retires from the
network, discontinues active participation from the network, is
otherwise removed from activity, or no longer recognizes the nominee as
Co-Sysop, the right to vote and network affiliation will be revoked.
4) No sysop may have more than ONE active Co-Sysop within the network,
no matter how many nodes the said sysop is actively running within the
network.
